Program/Project Manager (Mid Lifecycle Acquisition) - ASC

Overall Assignment Description:
Act as the Contractor Program/Project Manager for the ASC effort.
This position requires in-depth understanding of Intelligence, Surveillance, and Reconnaissance operations and strong communication skills.
The position will require working closely with senior government officials and foreign dignitaries.
Position will require significant time spent at NCE.
Duties may include:
Maintain knowledge on all facets of the ASC program.
Work with other stakeholders to ensure a coordinated approach to ASC projects.
Interface with all organizational areas, end users/customers and with both foreign and domestic agencies to mitigate risks, developing and managing budgets, and schedules in support of TIAT's mission.
Facilitate and coordinate between ASC, NGA Directorates, and external elements Implement project/production and organizational plans, schedules, and specifications within budgeted time and cost constraints.
Maintain insight into the costs associated with the various contracts, informing the government PM of issues in a timely manner-propose corrective action and prepare a plan of action.
Assist in managing the program risks-propose risk mitigation or elimination strategies for the government PM.
Provide senior level SME support on daily technical issues and future requirements activities.
Participate in TEMs between ASC, contractor and NGA segments to resolve issues.
Advises the PM throughout the acquisition life-cycle, to include review of RFCs, ECPs, NCATS, related security C&A activities, development, testing, transition, and operations.
Provide advice and support to manage the program throughout the life-cycle including cost, schedule, and performance.
Provide advice and support to the government PM beginning with the early stages of the system life-cycle to initiate the C&A process, negotiate the security requirements that must be met, and the technical security features of the program.
Provides SME support to the Government and program office representatives at meetings Provide input to the government PM on ECPs, Budget, OMB Exhibit 300, and any other taskers or actions.
Assist government PM to review technical evaluations of contractor proposals.
Review and provide technical assessment of WAGs/ROMs for potential new scope.
Assist in developing independent program office high-level cost estimates for future requirements.
Perform required actions to ensure all ASC related Information Systems are properly entered and maintained using the XACTA Information Assurance web application.
Review all aspects of proposed system security plans to ensure the system is being developed in compliance with NGA security guidelines, agency policies, and Intelligence Community Directives.
Ensure Vulnerability Assessment Testing (VAT) is scheduled and completed on an annual basis and any findings are addressed in a POAM.
Ensure that appropriate Information Assurance Vulnerability Alerts (IAVA) are reviewed, assessed, and responded to in a timely manner.
Maintain routine interface with the NGA C&A team (IAO, CE, and DAA) and keep them informed of any pending changes to the system baseline which may impact security.
Review and provide input on security related test procedures prior to readiness reviews.
Requirements TS/SCI 8 years of experience with 6 specialized years of experience.
Bachelor's Degree in a business or engineering related field, or equivalent experience.
Demonstrated specialized experience with NGA, DoD, or other IC Agencies acquisition processes and procedures.
Demonstrated specialized experience in program/project management.
Desired:
Demonstrated specialized experience in applying system engineering processes, particularly requirements analysis, interface definition, or detailed implementation planning of large complex systems or enterprises and enterprise-wide interoperability.
Demonstrated specialized experience with program integration, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.
Demonstrated understanding of the four pillars of ABI.
Demonstrated understanding with multi-INT data fusion.
Demonstrated understanding analytic modeling, big data analytics, alerting and data visualization.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
