Emergency Management Specialist - CBRNE
Overview
Eagle Ray, Inc. is looking for an individual to support site-level EM and AT program planning. The candidate will work to ensure sustainment and delivery of site level Emergency Preparedness (EP) (to include CBRNE), AT programs and enhancing NGA preparedness. The focus of the programs must be, All Hazard Emergency Preparedness, TT&E, CBRNE, and AT inclusive of NGA Key Component activities. Program effort shall provide an integrated internal and external planning and exercise approach to EM and Risk Management as directed or outlined in NGA policy.
Responsibilities
Develop a POA&M assigning contract resources with metrics that deliver and sustain an integrated EP and AT program complying with NGA directed program elements.
Develop and implement a multi-year TI&E plan, linked to compliance with NGA requirements and metrics, in support of the EM Division.
Identify all NGA compliance elements within directives, policy, and provide insight into government and industry best practices I industry standards governing EM (to include CBRNE) and AT planning. Requirements will include:
Develop a POA&M assigning contract resources with metrics toward improving on the Annual Assessments required by DoD and NGA policy.
Establish and maintain a foundational level EM (to include CBRNE and AT process based on best practices. The foundational program may include an auditing process that spans daily operational status, periodic formal plan audits, and TI&E inclusive of corrective action plans, performance metrics and standard reports. The foundational program must include support and advice to site management as they develop or maintain site specific emergency operations and anti-terrorism plans and procedures.
Maintain site Standard Operating Procedures (SOPs) to support EM Division Monthly Metrics reflecting individual site status of program strengths and planning review and leadership supp01t to EM (to include CBRNE) and AT planning, an Agency aggregate metric, and crisis management organization-focused metrics. Requirements will include:
Create, maintain and continuously evaluate and improve Standard Operating Procedure(s).
Maintain, update and report periodic metrics as required to the COTR. This spans the full range of metrics to support the EM Division.
Assess readiness response, internal and external compliance, and EM (to include CBRNE) and AT programs at the site level, including development of after action reports and corrective action plans; mitigate, close, or accept risk in collaboration with the EM Division.
Develop and maintain EM (to include CBRNE) and AT program documentation. Documentation to meet compliance with agency Records Management requirements include:
Develop, maintain and archive Records Management files in coordination with COTR.
Develop or create reports supporting internal and external assessments, briefings and reports.
Develop an integrated EM (to include CBRNE) and AT TT&E program that incorporates Homeland Security Exercise and Evaluation Program (HSEEP) standards and NIMS ICS; ensure effort supports and validates foundational level EM processes, standing plans and procedures; integrated and complementary with the EM Division's program, plans and procedures. Requirements include:
Maintain a multi-year holistic program schedule, which incorporates sustainment of EM (to include CBRNE and TT&E) and AT Subject Matter Experts (SME), annual orientations, internal and external test and exercise activities linked to annual testing of primary and back-up infrastructure, annual EM plan(s) exercises and associated documentation).
Document the execution and results of the exercise program; identify lessons learned; and develop and monitor a timely and effective corrective action plan through incorporation into plans and procedures for future TT&E validation. Support documentation within the NGA approved Lessons Learned Program repository.
Develop and maintain site EP (to include CBRNE) and AT Plans (updated as required, and reviewed annually per NGA requirements).
Develop and maintain scenario-specific EP (to include CBRNE) and AT Plans as part of EM Division Programs, in support of National Preparedness Policy and Scenarios, and/or NGA-specific risk assessments.
Maintain site Emergency Operations Center (EOC) locations including responding to EOC activations, conducting facility tours to NGA Leadership and facilitating EOC TI&E requirements.
Qualifications
Required:
TS/SCI Clearance.
Bachelor's Degree and 7-10 years of experience, or equivalent experience within related field.
Experience in performing three or more areas of the following: All-Hazards EP, CBRNE, Crisis Management, Strategic EM, CBRNE or Anti-terrorism/Force Protection (AT/FP) Planning and Policy, and participation in national or DoD level homeland security EM or Mission Assurance exercises.
Certification from FEMA for Incident Command System (ICS) training (e.g., ICS-100/200/300/400/700/800).
NIMS ICS 300 level training, minimum, with experience applying it's principles and working within active incident response structure at the state, national or international level.
Demonstrated experience with testing, training and exercise development, Homeland Security Exercise and Evaluation Program.
CBRNE systems and protocol experience, including exposure and education commensurate with skill category 3; CBRNE education incldes, but not limited to,
US Army CBRNE basic officer course,
CBRNE advanced individual training courses,
Center for Domestic Preparedness HAZMAT or Technical Emergency Response training, or
Similar private sector training/certification.
Physical requirements of EM and AT specialists include but are not limited to:
Must be capable of working inside and outside in various weather conditions (rain, wind, snow, etc.).
Must be capable of lifting, standing, walking, sitting, climbing, crawling, kneeling, reaching above shoulders, jumping, and moving items up to 50 pounds.
Strongly Desired:
Industry certification from International Association of Emergency Management (IAEM) if not held, able to achieve, independent of this position, all requirements for certification within 6 months considering IAEM's required standards of experience and training.
