Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Providing detailed interaction with inside and outside contacts to gather, analyze, reconcile and compile budgetary and financial information. Customer Service - Using expertise and experience to address explanations of policies and procedures governing IT operations requirements. Communication - Clearly explain information to higher level executive in other government entities to effect smooth implementation, deployment, and system processes. Problem Solving - Applying efficient and effective methods to respond to emerging, often unique technical security and safeguards, vulnerabilities or intelligence related challenges. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience applying advanced IT principles, concepts, methods, standards and practices as required to administer, develop, deliver and support such IT projects and services. Experience administering, developing, delivering services and projects involving strategic and tactical planning. Experience preparing financial services projections and budget requirements for major accounts and appropriations. In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
