Program Analyst

This Program Analyst position is located within the LEO Reimbursement Program Section, Operations Management Division (OMD), Budget and Finance Branch, Law Enforcement/Federal Air Marshall (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected, you will serve as a lead analyst for assigned regions/areas, processing, certifying and approving reimbursement invoices while facilitating program inquiries from Federal Security Directors, airport authorities, and aviation stakeholders. Duties include but are not limited to:
Applying principles, concepts, regulations, analytical methods and techniques to serve as a lead specialist for the LEO Reimbursement Program. Maintains Standard Operating Procedures (SOPs), including approval forms for reimbursement, and updating as required. Providing support to team and junior staff members on projects/assignments to produce quality end-products as it relates to airport operations, focusing on continuous improvement of customer service Monitoring and ensuring contract compliance and financial management, ensuring that invoices and airport requests comply with agreements and policy guidance Reviewing reports related to invoicing trends, checkpoint operational changes and all other program related information, and provides assistance with the analysis of data for the airports and providing financial determinations for the airport participant. Maintaining and modifying databases to track financial obligations, funding/payment status, and performance of existing contracts. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (pay band G) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. This position is also being announced through Public (US Citizen) procedures under Announcement #FAM-OMD-20-772027-P. It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will begin relocating to Springfield, Virginia beginning Summer/Fall 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Overseeing federal reimbursement or federal grant related activities in support of a federal agency. Ensuring federal reimbursement or federal grant processes/procedures are in compliance with federal laws and guidelines; and Advising and assisting federal personnel on the procedural requirements for the federal reimbursement or federal grant process. Utilizing automated systems, databases and/or computer applications (i.e., Excel, word) and agency-specific systems to enter, update and track the progress of a request (i.e., reimbursement, grant or payroll/finance related). To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Processing federal reimbursement or federal grant request in compliance with federal laws and guidelines; AND Providing guidance to federal personnel on the procedural requirements for federal reimbursement or federal grant process; AND Utilizing databases and/or computer applications (i.e., Excel, word) to track the progress of a request (i.e., reimbursement, grant or payroll/finance related). OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. ORThree full years of progressively higher level graduate education leading to such a degree. OR LL.M., if related. ORCombining Education and
Experience:
Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. GRADUATE EDUCATION:
Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Note:

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience):

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
