This Supervisory Human Resources Specialist (Career Manager) position is located in Career Management, Career & Performance Management, Human Capital Policy & Career Programs within Human Capital (HC), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Advising leadership on concepts to create program initiatives and provide comprehensive HR advisory services on organizational functions and work practices needed to identify and recommend appropriate HR solutions in Community of Practice (CoP) development initiatives. Creating and developing programs that support integrated and sustainable CoPs for occupational professions that span across the TSA Headquarters and its field organizations. Collaborating with TSA's Training and Development office to identify learning paths specific to various CoPs and leading agency-wide program initiatives and creating employee assessments, career planning workshops and mentoring/networking initiatives that support career advancement opportunities and CoP learning paths. Conducting outreach and serving as a subject matter expert to advise CoP professionals on career management, training and development opportunities. Supervisory/managerial responsibilities include assigning tasks and responsibilities, evaluating work and performance, coaching and developing employees, approving leave, and taking or approving corrective disciplinary actions. It is anticipated that all TSA Headquarters personnel within the Washington, DC metropolitan area will relocate to Springfield, Virginia in Fall 2020. If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Leading programs that support federal career development and the training progression of the federal workforce. Advising senior leadership officials on human capital strategies that improve federal career development initiatives; and Collaborating with various TSA stakeholders to evaluate resolving challenges related to career development opportunities. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
