Supv Personnel Security Specialist

ADDITIONAL INFORMATION:
The incumbent will serve as the Chief, Personnel Security Division as an experienced security professional responsible for developing and implementing policy, leading personnel, managing resources (staffing, budget, contracts) and evaluating the performance of others, including other supervisors or managers. The Chief, Personnel Security Division is responsible for organizing, planning, supervising and directing the work of the division. The incumbent performs supervisory functions as the division chief to support continuous evaluation, financial disclosure, investigations, adjudications, polygraphs, and other personnel security related functions. In addition he/she is also the principal subject matter expert and advisor on all matters relating to personnel security processing. He/She provides authoritative advice and guidance to organization officials by implementing policy and establishing procedures to maintain a trusted workforce. The ability to coordinate and collaborate with applicants, employees, managers, contractors, military members, NGA organizations (e.g., Human Development, General Counsel, Employee Assistance Program, Inspector General), and other external agencies is critical for mission accomplishment. The incumbent will maintain close and continuing relationships with mission partners in the Department of Defense (DoD), Office of Personnel Management, Office of Management and Budget, and the Intelligence Community. The incumbent will also be expected to develop innovative techniques and methodologies aligned with policy and operational requirements; Interpret, evaluate, and implement policy and establish governance framework for personnel security programs; provide guidance for improving organizational effectiveness through review and monitoring of security services, products, activities and support; provide guidance for de-conflicting issues across the security organizational structure; and provide innovative solutions for complex personnel security challenges and ensure overall effectiveness of the personnel security program, including investigations, and adjudications for DoD security clearance eligibility determinations. A. Education:
Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and
Experience:
A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in advising on personnel security policies, security investigative requirements, and procedures for adverse security determinations, analyzing personnel security information, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C.
Experience:
A minimum of 4 years of experience in advising on personnel security policies, security investigative requirements, and procedures for adverse security determinations, analyzing personnel security information, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS:
Must obtain DoD Security Fundamentals Professional Certification (SFPC) within 24 months.DESIRABLE QUALIFICATION CRITERIA:
In addition to the mandatory qualifications, experience in the following is desired:
1. An understanding of DoD security regulations, including SCI eligibility requirements, FOIA, the Privacy Act, NGA security policy & procedures, interviewing techniques, adjudicative factors, credit reports format and interpretation. 2. Knowledge of federal security regulations, policies, procedures and methods pertaining to SCI in a personnel security office. 3. Experience with federal personnel security data repositories (i.e. Scattered Castles, JPAS, DCII, eQIP). 4. Extensive experience leading multiple teams and assigning priorities of work in the delivery of personnel security programs. 5. DoD Security Fundamentals Professional Certification (SFPC). 6. Master's Degree.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
