Supervisory Program Specialist

This Supervisory Program Specialist position is located in Security Operations, Security Operations Coordination, Resource Management Office, Logistics, Transportation Security Administration (TSA), Department of Homeland (DHS). If you are selected for this position, you will coordinate highly complex projects that cross organizational lines and directly impact strategic TSA goals and operations. Typical duties include but are not limited:
Directs and manages the work of staff responsible for formulation of mission specific policies and operational procedures, records and forms management and internal control. Ensures that the staff prepares policy, and provides expert advice, technical assistance and guidance to the Office of the Assistant Administrator, senior managers, and supervisors. Ensures oversight for the team responsible for the coordination and consultation with various TSA parent offices on the development of TSA management directives and other policy related efforts to provide technical input on Security Operations program or specific law enforcement elements. Recommends development of new policies where there is internal control vulnerabilities and revises existing policies and procedures for implementation on a lifecycle policy schedule. Assists managers and field/headquarters line staff in the proper structure, format and style for policies with TSA wide application by providing links and access to information. Manages the Internal Controls Program consistent with Office of Management and Budget (OMB) Circulars and statutory requirements. Provides detailed monitoring, tracking, and continuous oversight of the assessment process that ensures Headquarters and field offices' compliance with policies, procedures, and directives through self-assessments and other accountability reviews. Supervisory/Managerial Probationary Period Requirements:
Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Working with a wide range of program evaluation methods for the assessment and improvement of program, management, and administrative processes and operations; and Utilizing qualitative and/or quantitative methods to perform research and identify measures or indicators of system or program performance; and Applying Federal acquisition regulations policies and procedures to interactions with procurement and contract management staff. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
