Acquisition Program Management Specialist

TSA Contract and Procurement Division Location:
Temporarily Remote, but TSA will require personnel to be able to work from Springfield, VA when federal employees are back in the office.
Acquisition Program Management Specialist - Shall have 5 years demonstrated knowledge and experience in acquisition program management.
Specialists shall be certified in Program/Project Management (eg, Project Management Institute (PMI) Project Management Professional (PMP),and/or Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Level II and above).
BA/BS required.
Qualifications:
Bachelor's degree from an accredited university, at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management Experience in applying the Federal Acquisition Regulation (FAR) to the acquisition processes Proficiency in leading customer interactions resulting in solicitation and award to satisfy customer requirements Experience leading source selections including cost or price analysis, negotiations and preparation of contract documentation Proficiency administering a variety of contract types, monitoring contractor performance in collaboration with Contracting Officer's Representative, preparing a variety of modifications, resolving issues, terminating and closing out contracts DAWIA or FAC-C Level II certification, or other commercial qualifications (NCMA - CFCM, CPCM) preferred High level competency with MS Office applications (MS Word, Excel, VISIO, and PowerPoint) Experience using SharePoint for storage of electronic files and accessing SOPs, templates, and calendars Position Description:
Acquisition Planning.
Support the Government's contract operations through performing acquisition planning services to include the following:
Develop acquisition plans and procurement milestone schedules; Perform market research activities (eg, exchanges with industry, sources sought, Request for Information (RFI), Draft Request for Proposals (DRFP), and Industry Day); Analyze and assist with finalization of procurement packages, including preparation and review of requirements documentation (eg, Statements of Work (SOWs), Statements of Objectives (SOOs), Statement of Need (SON), Performance Work Statement (PWS)), market research documentation, independent government cost estimates (IGCEs), draft evaluation factors (when needed), applicable pre-award determinations and findings, and applicable pre-award clearances and reviews Provide recommendations concerning the selection of contract type and method of acquisition; Prepare and assist with the preparation of Justifications for Other-Than Full-and-Open-Competition and Limited Source Justification; Prepare or assist with the preparation of Determinations and Findings; Assist in drafting and issuing applicable pre-award synopsis; Present or assist in presenting acquisition planning documentation for higher level reviews and approvals; Use applicable acquisition systems in support of acquisition planning; Maintain pre-award files and documentation in accordance with applicable statute, regulation, and policy; and Support and meetings with requiring activity clients within Government facilities.
Solicitation.
Support the drafting, issuance, and amendment of solicitations, Request for Quotations (RFQs) and Request for Proposals (RFPs), to include the following:
Prepare solicitation and solicitation-related documents for Government review; Maintain evaluation files and documentation in accordance with applicable statutes, regulation, and policies.
Award.
Support contract award functions to include the following:
Prepare award documents for Government review; Use a Government contract writing system for developing the contract award documents; Assist in presenting award documentation for higher level reviews and approvals; Assist in preparing required award, and post-award notifications and debriefings (eg, award synopses, public affairs notification, and post award debriefings); Prepare Federal Procurement Data System - Next Generation (FPDS-NG) reports for Government review and approval; Assist in preparing responses to post-award protests for higher level review; and Maintain award files and documentation in accordance with applicable statute, regulation, and policy.
Post-Award.
Support post-award contract management and contract closeout functions to include the following:
Support the conduct of post-award conferences; Assist in invoice review, processing, and tracking; Assist in preparing responses to claims, ratifications, FOIAs, cure notices, and appeals; Support preparation and file documentation for contract modifications; and, Maintain post-award files and documentation in accordance with applicable statute, regulation and policy.

Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
