Click Here Learn more about this agency Responsibilities This Lead Human Resources Specialist position is located in the Position Management & Classification Branch, Human Capital (HC), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS).
Duties include but are not limited to:
Serves as a consultant, advisor, participant, and leader for teams, committees, or working groups, addressing TSA, DHS, or Federal initiatives involving recruitment, hiring, position management, or classification programs or other broad human resources.
Leads a team(s) providing strategic consultant HR services to customers.
Mentors and coaches team members to foster teamwork and a unified approach to delivery of strategic HR services.
Conducts quality control reviews of services and work products to assure compliance with established standards and requirements, and success in achieving management goals.
Provides perspective and oversight on position management and reorganizations to ensure best use of staff and resources, mix of positions, skills requirements, and other critical HR considerations.
Analyzes and classifies individual positions.
This involves classifying position descriptions (PDs) as part of the recruitment process, by request, or during surveys.
Applies classification standards and supplemental guidance to determine title, series and grade.
Advises on Federal HR regulations and laws, and Agency policies, processes, and procedural requirements.
Ensures policy and program issuances are integrated with staff actions and fully supportive of Agency requirements, the Federal merit system, and equal employment opportunity objectives.

Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector.
Specialized experience is defined as:
Providing a full range of position management and classification functions (ie, identifying and justifying correct titles, series, and/or grades, organizational structures).
Providing advice and consultative services to managers and/or other human resources professionals, and employees on classification and position management regulations, policies, and flexibilities.
Responding and resolving customer inquiries, issues or concerns.
Note:
Credit for experience is given based on a 40-hour workweek.
Part-time experience is credited on a part-time ratio, ie, working 20 hours per week for two months equals one month of experience.
No additional credit is given for overtime.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
National Service Experience (ie, volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
